Don’t let definitions fool you.  Political and psychological warfare can be used by anyone for any reason.  The more money you have, the easier it is for you to do.
The more time and money you have the easier it is obtain and use the tools you need for successful operations.

Some operations go on for decades and stage the scene for the future. They may involve programming and manipulating a large portion of the electorate. Some can be short term like blanketing certain populations with lies just before an election without time for their lies to be called out.
A foreign government with malicious intent, great monetary resources and immune from prosecution, has great strength as it can engage in any criminal activity without fear.  It is however subject to world condemnation if its criminal activity is discovered, so it is to their advantage to conduct such warfare covertly, covering their tracks when possible.  Foreign enemy governments find psychological warfare relatively cheap compared to the expense of a military invasion.
There are few  laws preventing  individual people, corporations,  lobbyists, campaigns, political parties, foreign governments, and even criminal enterprises from using legal political and psychological warfare strategies and tactics.
there is no easy way for U.S .voters and citizens to know  who these entities are that are trying to influence them.

Voters are swimming in a sea of information often designed to influence them, without being able to turn on the light and see who all the players are, and understand their motives.

If you can not see the players, their strategy and tactics and messaging,  You will not be able to fully understand the  information you receive and will be easier to be mislead and influenced.
Since it is easier to manipulate voters perceptions and beliefs if  you control the information they receive, media companies are important tools for psychological warfare strategists.
Imagine wanting to influence voters and being given a tool that lets you talk to them every day for more hours per day than the voter listens to or talks anyone else including their family and best friends.  Imagine if you were the finest highly trained psychological operation specialist that money can buy; Do you think you could shape your audiences beliefs, perceptions, attitude, and reasoning?    Radio is one such tool. Think of all the people who listen to the radio all day or night while at work.
There are many communications tools and formats that can be weaponized in an influence operation. (Broadcast TV and  Radio, cable, Newspapers, internet communications, etc)

Many deplorable political warfare tactics and tools are usually  legal. (eg fake news, diversion, distraction, ATTACKING THE MESSENGER, teaching false reasoning, using racism hate and fear to form and cement a coalition, overwhelming media to bury information, infiltrating so slow they can not see you, buying the media company, adopting similar positions on core issues to develop a coalition, then imposing the position desired by the manipulator, creating divisions to harness hate and fear, etc.)

The answer is very simple. Long before communists occupy the city, there was extensive network of informers; local Vietnamese citizens who knew absolutely everything about people who are instrumental in public opinion – including Barbers and Taxi Drivers. Everyone who was sympathetic to United States was executed. Same thing was done under the guidance of the Soviet Embassy in Hanoi, and same thing I was doing in New Delhi. To my horror, I discovered that in the files were people who were doomed to execution. There were names of pro-Soviet Journalists, with whom I was personally friendly.

…the leftists who are idealistically believing in the beauty of Soviet or Communist or Socialist or whatever system; when they get disillusioned, they become the worst enemies. That’s why my KGB instructors specifically made the point, “never bother with leftists, forget about these political prostitutes – aim higher” this was my instruction. And yet these people who have been programmed and as you say [are] in place and who are favorable to an opening with the Soviet concept [meaning NEW WORLD ORDER]- these are the very people who would be marked for extermination in this country?

Most of them, yes. Simply because the psychological shock when they will see in [the] future what the beautiful society of EQUALITY and social justice means in practice, obviously they will revolt. They will be very unhappy [and] frustrated people, and Marxist Leninist regime does not tolerate these people. Obviously they will join the [ranks] of dissenters; dissidents. Unlike the present [1984] United States there will be no place for dissent in future Marxist-Leninist America. [Now] you can get popular like Daniel Ellsberg and filthy rich like Jane Fonda for being a dissident [and] for criticizing your Pentagon. In [the] future these people will simply be [he makes a squishy noise] squashed like cockroaches for criticizing the government. Nobody is going to pay them nothing for their beautiful [and] noble ideas of EQUALITY. This they don’t understand and it will be the greatest shock for them, of course.

The demoralization process in the United States is basically completed already for the last 25 years. Actually, it’s over fulfilled because demoralization now reaches such areas where not even Comrade Andropov and all his experts would even dream of such tremendous success.

FROM THE WEEKLEY STANDARD:  Conservative support for an American foreign policy that seeks to encourage and defend democratic change in other countries—once a mainstay within the GOP—is now up for debate.

“Demoskepticism” does not yet prevail among Republicans in Congress, nor among neoconservatives. But it is a growing phenomenon among conservative writers and this shift is a sign that the Trump presidency is reshaping foreign policy thinking on the right.


Some conservatives now dismiss policies that are infused with democratic values. Chris Buskirk, the publisher and editor of American Greatness, condemns pro-democracy foreign policy as a reflection of American “moral imperialism.” Others have identified certain antid-emocratic rulers as conservative kindred spirits—excusing their acts of repression, praising their leadership qualities, even fawning over their roughshod tactics.


At the top of this list of favored despots is Vladimir Putin. Some praise him as a kind of man’s man among world leaders. Matt Drudge hailed Putin as the “leader of the free world.” Rudy Giuliani described Putin as someone who “makes a decision and he executes it, quickly. And then everybody reacts. That’s what you call a leader.”


Another group, consisting primarily of Christian social conservatives, has lauded Putin for his close ties to the Russian Orthodox Church, his denunciation of a morally corrupt Europe, and his crackdown on Russian LGBT activists. In response to Russia’s adoption of a law banning “gay propaganda,” Franklin Graham hailed Putin for protecting “his nation’s children from the damaging effects of any gay and lesbian agenda.”


American conservatives are not Putin’s only admirers in the world’s leading democracies. He is widely revered by European populists and radicals on both ends of the political spectrum, who cheer his hostility toward the European Union and his anti-Americanism.


But for conservatives in this country, an embrace of Putin means setting aside basic principles, including representative government, freedom of speech, equality before the law, and the proposition that history should be written by historians, not the state. None of these fundamental tenets of democracy is respected in Putin’s Russia.


Domestic abuses during his tenure have run the gamut, encompassing the assassination of political opponents and journalists, rigged elections, persecution of religious minorities, show trials in kangaroo courts, the rehabilitation of Joseph Stalin in state propaganda, and the arbitrary seizure of billions of dollars in assets from private businesses as part of a kleptocracy. (It’s fun to contemplate how Trump-supporters can make excuses for Putin while simultaneously decrying the the supposedly-outlaw Mueller investigation.)


On the global stage, Putin’s record is similarly unambiguous. He has invaded foreign countries to grab their territory, and provided critical military and diplomatic support for some of the world’s most odious regimes. Admiration of the Russian leader requires American conservatives to ignore the many instances in which his government has undermined American interests, menaced the United States’ democratic allies, and interfered in the workings of American democracy.

The facts tell nothing to him, even if I shower him with information, with authentic proof, with documents and pictures. Even if I take him by force to the Soviet Union and show him the concentration camps…he will refuse to believe it…. until he is going to receive a kick in his fat bottom. When the military boot crashes – then he will understand. But not before that. That’s the tragedy of the situation of demoralization.

The next stage is destabilization….this time, subverter does not care about your ideas and the patterns of your consumption. Whether you eat junk food and get fat and flabby doesn’t matter any more. It only takes 2 to 5 years to destabilize a nation.

WASHINGTON — Robert Mercer, a billionaire supporter of President Trump, spent $2 million to help target voters in swing states with anti-Muslim advertising ahead of the 2016 election, according to documents released Thursday by a nonpartisan watchdog group.

An unredacted tax return obtained by the Center for Responsive Politics shows Mercer was the largest individual contributor that year to Secure America Now, an ultra-conservative nonprofit group that funded ads, which envisioned a Muslim conquest of Western countries. The commercials ran on Facebook and Google.

One commercial welcomed viewers to the “Islamic States of America,” a land where “weak leaders” and “unsecured borders” had allowed jihadi fighters to overtake the country. It showed the Statue of Liberty cloaked in a burka and Los Angeles’ iconic Hollywood sign replaced by the Arabic phrase, “Allahu Akbar” or God is great.

The IRS filings were the first documents linking the group to Mercer. Attempts to reach him Thursday by USA TODAY were unsuccessful.

Billionaire investor Robert Mercer pumped $2 million into a conservative nonprofit group that used Facebook and Google to target anti-Muslim ads toward certain voters in swing states in 2016, according to tax records obtained by the Center for Responsive Politics.

The ads — three in all — mimic travel advertisements intended to stoke fears of Muslim influence in France, Germany and the United States. Most voters were never exposed to the ads because they were targeted toward people most likely to be receptive to them, according to the Center for Responsive Politics.

Mercer spent millions of dollars in 2016 to support the campaign of President Trump and is a prominent backer of conservative causes.

They steal thousands of data points, personal messages and interactions and apply their military psychological warfare tactics and A.I. algorithms to determine what makes you tick and more importantly what makes you angry. They then personalise their approach to specific targets and bombard them with stories that would guarantee to press their buttons. They bombard you with personalised advertising campaigns and sock puppet accounts that coerce you into a particular train of thought. They started using quizzes on social media to test the psychological effectiveness and marketing power of phrases such as “Drain the swamp”, “Build the wall” and “Deep State” as early as 2014 so that their candidate could utilise this branding and create a favourable image (whoever they might be – at this point is was Ted Cruz)

 Actions may assume the form of oral pronouncements. The utterance of words frequently constitutes a crime. For example,to advocate the overthrow of the government by force and violence, to urge some one to commit a crime, to disseminate obscene literature, to foment a riot, are all criminal offenses, even if they are committed merely by verbal statements.


Words uttered with intent to betray one’s country may well constitute treason. For instance, to deliver valuable secret information to the enemy by word of mouth is treason. It is a fallacy to contend that to constitute treason there must be some act other than the utterance of words.


To traffic with the enemy and to accept employment from the enemy for the purpose of preparing speeches to be used in a program of psychological warfare designed by the enemy to weaken the power of the United States to wage war successfully, is treasonable conduct.
